A Call for a New Approach in the Study (and Management) of EU Agencies’ Boards of Appeal

EU Agencies’ Boards of Appeal were first studied individually, in a very sector-based approach. Studies have since also covered them as a group, so as to assess their differences and similarities and to identify their nature, also by looking at the experience of their national counterparts. At an institutional level, the sector-based approach is still predominant, since EU institutions do not monitor nor deal with these bodies as a whole, but only for the purposes of the policy field in which they operate. Against this framework, this contribution calls for a new approach in the study and management of the Boards of Appeal, aimed at assessing what these bodies are bringing to the EU judiciary, how the latter is evolving thanks to their presence and how the same Boards could (or should) evolve to improve the overall efficiency of the EU judiciary as well as the protection of individuals’ rights.
To this end, this contribution introduces the studies included in the Special Volume “Quo vadis, Boards of Appeal? The Evolution of EU Agencies’ Boards of Appeal and the Future of the EU System of Judicial Protection” and discusses their relevance for the current debates in the field.
